The Performance Pyramid was originally conceptualized as a guide for school districts that were on "academic emergency" or "academic watch" and had completed State Department of Education required Continuous Improvement Plans. If the school district shifted its focus to teacher professional-development, then their shared best practice would take shape and continuously improve the culture of their schools. More ideas, needs, uses, etc. over time created the current Performance Pyramid.
