In Spring, 2005, Dr. Brooks worked with the 20 Columbus Public Schools and 4 Dayton City Schools as these districts submitted 2005 EETT grant applications. In both cases, building faculty teams were mentored online by Dr. Brooks as they integrated his 4 stage, 32 step model into their grant applications. Teams from both districts used a grant writing template constructed by Dr. Brooks, created original, building specific text for their applications and benefited from Dr. Brooks' editing and continuous improvement of their applications. In the case of Columbus Public Schools, the district-wide Blackboard system was used to form a collaborative learning network that supported the grant writing process.
